Early investigation points at ransom as one more arrested

ITANAGAR, Oct 7: Capital police have arrested one more person in the businessman KP Chacko murder case. One Loki Basumatary was arrested yesterday from Jorhat by the Naharlagun police and brought to the state capital. His Wagon R car was used for kidnapping Late Chacko and later found abandoned near Lichi village.
With his arrest, the number of person arrested stands at 6. Two accused are still absconding.
When contacted Naharlagun police sources informed that as per the initial investigation ‘ransom’ seems to be the motive behind the crime.
“The investigation has just started and we still have a long way to go. All the arrested persons have confessed to their involvement. We are now corroborating their statements so that a strong case is developed against them,” informed the police official.
He further added, “Most of the arrested accused are habitual offenders. They have been involved in various criminal activities like bike lifting and kidnapping in the past.”
It is believed that some of the accused involved had earlier carried out kidnappings.
“They would hire private taxi posing as good citizens and later kill the drivers in order to sell the stolen taxi. Of the 6 arrested, two are local tribal Arunachalees and remaining are outsiders,” continued the police source.
The source further informed that capital police had warned Late Chacko couple of times about threat to his life and had urged him to remain alert.

FTCs not functioning in the state anymore

ITANAGAR, Oct 7: Fast Track Courts (FTCs) that were set up in the state in the year 2002 have been discontinued.
The three FTC’s that were established at Yupia, Basar and Namsai respectively were discontinued in 2011.
Arunachal Pradesh State Legal Services Authority (APSLSA), Member Secretary, Budi Habung confirmed this.
“FTC’s are no longer functioning in the state after it was discontinued way back in 2011,” he said.
The reason behind the discontinuation is that the central assistance to States for FTCs was stopped in April 1st 2011, according to the Ministry of Law and Justice.

In Arunachal, most of us grew up believing that crimes happened elsewhere. The worse that one heard was theft. But now, almost every day we hear about murder, rapes, domestic violence, abuse of young children, intimidation of govt officials and business community by individuals and organisations.
Capital City is one of the hubs of the criminals. They say that all the good people have been left behind in the villages of Arunachal while the criminals and to be criminals have made the Capital their home.
The other day, yours truly was at the Grocer’s when a young man came asking for a carton of aerated drink. Swiftly, the boy at the counter delivered the box. Without paying, the young man walked away as everyone stood speechless at the audacity.
Aisa hi hota hain, said the grocer, seemingly saddened at the lack of respect more than the loss of money. Where else in the country will one find the petrol pumps closed at 8 PM sharp? Ours is a Capital that is not under the rule of the Army or militants but then at times it is worse than those states. Those people who indulge in such shameless acts are our own who have no respect for people or the law. The citizens who accept these unlawful activities, the police inaction and delayed response, a confused and scared business community largely made up of people from outside the state, the weak and meek governance and over burdened administration will have to share the blame. We have just been mute spectators, often confused at the questionable path that some of the people have chosen.
A business man was brutally killed in Itanagar, a mother raped and murdered in Garu in West Siang, a wife killed and sexually assaulted in Tawang and then this news of a young boy killed in Ziro while his friend was allegedly sexually assaulted. All this happened in a span of two months. Where are we headed? If these crimes do not make us sit up and take serious note, what else will move us?
According to National Crime Records Bureau records, Arunachal Pradesh has one of the lowest conviction rates, which speaks about the dismal state of the judiciary in the state.
In 2012, the conviction rate of rape cases in Arunachal stands at mere ten percent, which is one of the lowest in the entire country.
Compare this with Mizoram, which saw rape conviction rate of 82.4%, followed by Nagaland at 72.1%.
Unless, criminals are taken to task and made to pay a heavy price, crimes graph will continue to rise in general and particularly against women and children.
A long time ago, when institution of Gaon Burahs/Buris was still largely respected, yours truly remembers an incident that happened in a small village where the villagers were convened for a meeting regarding a poor man who had stolen rice from a granary. The man was asked to pay back either in cash or kind. As we walked back home, I asked my grand dad why a poor man had to be punished for stealing to feed his family.
He said, “The villagers did not punish him for being poor or for stealing to feed his family. He was punished because he committed a crime, which is unacceptable in our village”.
Extend support to TAH construction agency: Dolo
ITANAGAR, Oct 7: Principal Advisor to Chief Minister cum Pakke Kessang MLA, Kameng Dolo today made a clarion call to the people of East Kameng to extend its full cooperation to the agency undertaking the construction of the portion of the Trans Arunachal Highway from Nechipu to Hoj and to allow them to go ahead with the construction work of the highway without any hindrance.

FoSAA alleges irregularity in RFO job advertisement
ITANAGAR, Oct 7: The Forestry Students' Association of Arunachal (FoSAA) has claimed negligence on the part of state government in the advertisement published in the Arunachal Information news paper dated 26th September 2014 for filling up posts of RFOs. It asked for the said advertisement to be stalled until the present recruitment rule is finalized.
Its letter submitted to the Principal Chief Conservator of Forest stated, FoSAA has been since last many years toiling hard to achieve the reservation quota. After the approval from the Govt of Arunachal Pradesh for the amendment and establishment of new Recruitment Rule (RR), it was assured by the PCCF himself that any recruitment process in the Forest Department would be carried out only after the said amendment has been completed.
According to the new RR, 50 percent of the posts for Range Officer (RFO) and Assistant Conservator of Forest (ACF) shall be primarily reserved for the BSc Forestry graduates only. Thus, the said advertisement was brought out before time, thereby, neglecting the norms and violating the new recruitment rule.
It further resented 100% job reservation for sportspersons in the department. Further, Association called for continuation of recruitment of Range Forest Officer through Arunachal Pradesh Public Service Commission.
The students further said that the advertisement is not properly dated which is highly questionable, being brought out under the Principal Secretary (Environment and Forests).
Worried teachers want revocation of mass transfer order, threaten stir

PASIGHAT, Oct 07: The recent Govt order effecting mass transfer of teachers continued to draw flak from the teaching fraternity and conscious organizations from East Siang district.
The teachers of various schools in East Siang district including the members of Arunachal Teachers’ Association (ATA) have sharply criticized the state government’s transfer policy of teachers and appealed it to reconsider the transfer order.

The sudden transfer order has evoked massive reaction among different sections of the society.
Unwilling to comply with the transfer order, the sufferers said it is nothing but an “injustice” to the teaching community in order to fulfill someone’s malafide intention. They said that state government, through such impugned transfer order has demoralized the teachers.
Several hundreds of elementary teachers including the members of East Siang ATA unit today assembled at a meeting at IGJ Hr secondary school, Pasighat and discussed the issue of mass transfer of the elementary teachers.
The meeting pointed out many discrepancies and irregularities in the transfer and posting procedure. As such, the transfer order includes some names (of teachers), who are on the verge of retirement, while it bears name of some expired teachers. Moreover, those teachers, who were earlier posted at different districts and recently have come to home district East Siang, are again being transferred to remote districts, which is vehemently criticised as violation of transfer and posting policy framed by the state government. Thus, physically unfit and disabled teachers of East Siang have also been posted to remote districts, which they said is impossible for them.
It is alleged that the government stating rationalization, has transferred the teachers, but their service record/carrier and seniority are not taken into account. “We are not against the transfer rule, but it should be transparent and made under due consideration on their service career. The illegal transfer will not only create inconvenience to the teachers, but it will also adversely affect the students in their academic activities. We earnestly appeal to the state government for cancellation of the impugned transfer order, which has been made under gross violation of norms”, said the teachers adding that any injustice to the teachers in the name of reformation of education policy will not be tolerated by them. VFDCs for complete ban on RBM extraction
ITANAGAR, Oct 07: Various Village Forest Development Councils (VFDCs) under Seijosa ADC headquarters have demanded complete ban on extraction of river bed materials (RBM) like sand, boulders etc from Pakke river to prevent soil erosion.
While giving a detailed account of damage caused by Pakke river due to erosion caused by large scale extraction of RBM, VFDC in a release said that the forest guest house was washed away in 2011 while Forest (TT) colony was under serious threat due to heavy erosion. Further, half of the PWD colony was washed away in 2012 and half of it is on verge of complete erosion. About 30 to 40 percent of the General Ground of Seijosa is eroded while the single helipad for Seijosa is under serious threat of being eroded by the Pakke River, the release said. Moreover, the administration block located at Upper Seijosa is also being affected by erosion.
The Pakke river bank right from Darlong to Goloso is very much prone to soil erosion due to loose soil along the river bank and also all these areas are good grassland which is inhabited by rich wildlife species like rabbit, deer, wild elephant, Sambars etc. with many bird species.
Extraction of RBM from has to be stopped at the earliest to stop heavy soil erosion along the Pakke river bank and to protect rich grassland habitat in the fringe areas of Pakke Tiger Reserve, the release said.
It informed that representations urging to stop RBM extraction have already been submitted to the Seijosa ADC and all other concern departments.

Teacher orientation programme for private schools conducted

ZIRO, Oct 7: One day Teachers’ Orientation Programme for private schools of Ziro Valley was conducted at VKV School Ziro today in which 48 teachers from different private schools attended.
The orientation programme organized by VKV School Ziro aimed at improving the quality of teaching and learning process.
Attending the programme, Anand Srivastava, Project Manager, Military Engineering Service (MES) suggested for improving classroom teachings so that students do not feel the necessity of taking extra classes (tuition). For this, however, we need trained and good teachers, he said and hoped this type of orientation programme would help the teachers update their knowledge and teaching skills.
He advocated for improving the present education system in the country to produce human resource.

Awareness campaign on substance abuse
YINGKIONG, Oct 7: Awareness campaign on Substance Abuse was conducted at Royal Siang Secondary School, Jengging and Yingkiong by the Sikking Kojee Charitable Society on October 6 and 7.
On the occasion, Dr. Magong Pangkam, Psychiatrist, District Hospital Yingkiong spoke on the abuse of alcohol, opium, dendrites, tobacco and other drugs. He highlighted the ill effects of such abusive substances on the health of a person as well as its compounding effects on the society as a whole

ITANAGAR, Oct 07: Don Bosco College, Jollang, celebrated its annual cultural day and food fest with the theme, "Diversity Shines as One Here".

RP testing camps
ITANAGAR, Oct 07: Altogether 348 eligible Scouts and Guides from all over the state are expected to attend the state level Rajya Puraskar Testing camps to be held from Oct 9 to 13 at Tawang, Ziro, Aalo and Mahadevpur. The Camps are being organized by the Bharat Scouts and Guides State Headquarter, Naharlagun. The Rajya Puraskar award is the highest state level award for Scouts and Guides.

ITANAGAR, Oct 07: Alleging improper implementation and execution of 26 BADP schemes in PipSorang CD Block, the PRI leaders of the circle have given a joint representation to the Secretary Planning for immediate stoppage of its payment.
It further suggested that DC concern should be directed not to release the payment unless a verifying team headed by a Superintendent Engineer rank official has been set up.

AALO, Oct 07: The priests, orators, senior citizens congregated at Donyi Polo Dere premises Aalo to observe their first foundation day of Jiktom Koktom on Oct 4 last.
Jiktom Koktom is a forum which organizes a special programme every Friday to disseminate the rich traditional values, culture and folklores in a simplified ways to the younger generation.

Peace eludes Ziro valley
Once again the Ziro valley is in news for all the wrong reason. Death of young student Hage Hassang under mysterious circumstance has terrified the resident of enigmatically beautiful Ziro valley. As per the police source late Hassang was found unconscious in the campus of Govt Higher Secondary School Ziro around 3 am on Sunday from where he was immediately rushed to the district hospital. Later, he was evacuated to RK Mission Hospital, Itanagar for further treatment, wherein he succumbed to his injuries.
He is believed to have been brutually assaulted by two youths when he was strolling at the school campus along with a female friend. His death has once again highlighted how unsafe of late Ziro has become? Once known as one of the most peaceful region of state, the valley has been rocked by series of criminal incidents in recent year. We can't blame police alone for this development. Drug abuse and alcoholism have engulfed the large section of the youth. It has become a common sight in Ziro valley to see youngsters indulging in such act in the public area. The society as a whole and parents in particular should take initiative to tackle the situation. They need to keep an eye on the activities of their ward. Meanwhile it is hoped that Ziro police will soon arrest the accused involved in the heinous murder of late Hassang.

More over what to say about the arrogant behaviour of staffs at SBI Pasighat. They behave as if they are kings and treat people as if we are their slaves.
Whenever they do not feel like working, they shut the cash counters and tell us that link is down.
On the afternoon of October 6th, I had an emergency and had to withdraw money from the bank. The banks gate was closed. I waited at the gate and luckily the branch manager arrived at the gate. Immediately, he shouted at us that there will be no work at the bank in the afternoon session as the link was down. Now I want to know how can he predict that the link was down from outside of the Bank gate.
We tried to argue with the BM for some time but he did not care and called the police to close the gate from inside.
So I request the higher authorities of SBI, Itanagar to look into this matter and instruct the BM, SBI Branch, Pasighat not to harass the public in such a well planned manner.

‘Prove your ability outside the state’
Dear Editor,
The much awaited Indian Super League (ISL) will be kicked-
It is very heartening to learn that a team from North East, the Northeast United, is all set to make their mark in the maiden ISL. Besides Northeast United, seven more teams will be seen vying with each other for the top honour in the ISL.
No doubt, it is a great initiative by All India Football Federation along with IMG Reliance to nurture Indian football. It will definitely provide a great opportunity to the young players to showcase their talent. As the people from North East have always been in media limelight for being discriminated by the so called mainland people, the ISL, I hope, will go a long way in changing the wrong perception towards the people of this region.
It may sound quite selfish but as an Arunachalee, I too wanted to see atleast two or three players from our state taking part in the ISL as our players too have lots of potential to play even at the top level tournaments.
I would like to appeal to the budding players of our state not to confine themselves within the state. Playing outside the state may not guarantee success to a player but it will give them a chance to prove their ability, and believe me players from Northeast are well appreciated all over the country.

Arunachal Pradesh is considered as paradise on earth and much acclaimed by the travellers from all over the world because of its scenic beauty, green lush mountains and the rich cultural heritage.
But what we witness here in our state is that in spite of having so much of tourism potential, we still are not able to be the front runners when it comes to tourism.
According to a recent survey conducted, most sought after tourist destination among the N.E states is Sikkim.
Each and Every corner of our state is bestowed with nature’s blessing.

Was it Sarita’s fault ?
Dear Editor,
It is a matter of great pride for all Indian community that boxing icon from North East Mary Kom has brought laurel to the country by winning a gold medal in the recently concluded Asian Games at Incheon, South Korea.
At the same time, it is very disheartening to learn that another boxer from the region (Manipur) Sarita Devi was devastated by a couple of alleged injustice by the judges during her semifinal bout by giving verdict in favour of her Korean opponent.
She alleges that the results were pre fixed for which she protested against it that, invited disciplinary action against her.
But the million dollar question is whose fault was that? Should Savita be blamed for not behaving and refusing to accept her bronze medal? Was not the official mechanism responsible for Sarita’s deprivation?
She might not be able to regain her sports career; but this incident has thrown up lights on certain core issues regarding the working culture of Indian Olympic Association (IOA).
According to the new bout regulations, an appeal could be made against any judgment within half an hour from its declaration. Unfortunately, helpless Savita could not arrange everything within the specified time to lodge complaint.
Even, the IOA officials asked her to manage $500 for lodging complaint. Later, she somehow managed to arrange the required amount from a journalist.
It would be revealed, if an inquiry is conducted, whether the bout was fixed or not. But for us, the attitude of those so called VIPs representing IOA was really unacceptable as they did not bother to extend any helping hand to the pugilist during the hour of crisis. She was humiliated, neglected and discriminated by her own people.

Anomalies in implementation of BADP

With due respect, I would like to inform you that huge anomalies is going on implemention of BADP fund in the Etalin/Maliney Block of Dibang Valley District. Schemes are approved without knowing the ground realities and without proper verification.
In this regard, I would like to inform you that on 12th and 16th July, 2013 I had
submitted few proposal under the BADP scheme 2013-
WRSB with RCC pillar in between Arunli to Endali over Amra River Dibang Valley Arunli/Edali”
to the tune of Rs.45,00,000/-
Here, I would like to highlight that the villagers have shifted and settled in Etalin area. Until or unless the schemes don’t touch the needy people, the BADP won’t be a successful campaign and to stop all the anomalies, the authorities have to check properly with the help of elected Panchayat leaders.
In this regard, I would like to request you to kindly look into the matter and do the needful as early as possible for the benefit of villagers of the concerned area.
